Public Safety

The Public Safety Department is the Departmental Sponsor of The University of Iowa Emergency Medical Services Student Interest Organization. The Department's role in the organization is currently essential, but minimal. The Department helps UI EMS SIO progress its goals through the correct channels, and for this reason plays a vital role in the Organization. As UI EMS SIO progresses and becomes a feature of the Department of Public Safety, the Department will require one Key Contact that acts as the principle representative of UI EMS and has the authority to carry out directives by Public Safety.

The role of Public Safety will be:

  • Principle Advisor the Board of Supervisors and to Team Command
  • Functions as our Departmental Sponsor, offers guidance on the advancement of the org
  • Provides for some storage needs and would work with Supervisors that need access to DPS for Mail or to get equipment

Board of Supervisors

The Board of Supervisors plays a key role in the direction of The University of Iowa Emergency Medical Services. While the board does not hold the authority to override or overrule decisions, they hold the power to determine the guidelines for decision making by the individuals that run the Organization, the Supervisors. The board is made up of all Supervisors, each having an equal vote on items requiring a vote. The intention is that the board will collaborate, keep each other informed, help guide each other in decision making processes, and ultimately guide the direction of the Organization through Policy and collaboration.

Board meeting are to be held weekly. All Supervisors are required to attend, as it is vital to collaboration and information sharing that all Supervisors be present to effectively operate the Organization.

Each Supervisor should have updates for the board each week and is responsible for keeping not only their direct Supervisor informed, but the Board as well. The Board may provide feedback and advice based on these reports.

The Board is responsible for determining the following:

  • New Policies
  • Changing Policies
  • Adding or Changing Job Positions/Descriptions
  • Yearly Organization and Departmental Budgets
  • Vote on Suspension and Removal of Supervisors

The Board shall carry out the above stated tasks via a simple majority vote on each item as it arises.

The Board holds direct authority over each Supervisor position and is the sole body that may Suspend or Remove a Supervisor via a Vote of No Confidence.

This vote shall occur at a scheduled meeting, with 75% or greater of the Supervisors in attendance. Greater than 50% of those in attendance must approve the Suspension or Removal of a Supervisor. At the time a Suspension Vote is held, it will be determined the length of the suspension and/or requirements needing to be met for re-instatement and the time frame given for meeting those requirements.

The Supervisor Board is also the top level of Conflict Resolution in the UI EMS SIO. This means that conflicts not being resolved by the individuals directly involved, their Supervisor, and lastly Command, would be brought before the board. At the Board level, the Board may determine that an existing policy in place should determine the outcome of the Conflict, or that the Decisions made by Command or the Dept Heads are sufficient, or suggest a new course of action which may be adopted by the Dept Heads or Command to resolve the issue.

Command

The University of Iowa Emergency Medical Services Team Commander is responsible for the day to day running of the Organization. The Team Commander acts as the primary liaison for UI EMS SIO and is responsible for representing the Organization and its best interests to those outside the Organization.

Team Command also manages the business within the Organization and ultimately ensures tasks are completed satisfactorily by the Departments and Supervisors.

The Team Command presides over the Board Meetings and assists in the cooperative efforts between Departments and Supervisors.

Command is the Second level of Conflict Resolution, after the Dept Head. Issues brought to Department Heads without resolution will be addressed by Team Command in an effort to resolve the conflict appropriately and fairly.

Team Command works with Compliance, Department Heads, and Supervisors to ensure that duties are being met and that all are contributing adequately and effectively to the Organization.

Compliance

The Compliance Director plays a vital role in assuring that all Supervisors, Supervisors, and Members of the organization are abiding by the Standard Operating Guidelines set forth by the Supervisory Board.

The Compliance Director is to be well versed in all policies, comprehend them, and know how to effectively and appropriately implement them. The Compliance Director works with Command, Dept Heads, and Supervisors to ensure that all positions are compliant.

The Compliance Director should retain a toolkit of methods to effectively and constructively work with members of the University of Iowa Emergency Medical Services Student Interest Organization that are not compliant in some way, and rectify the situation to promote a compliant and effective Organization.

Directors

Department Directors within the University of Iowa Emergency Medical Services Student Interest Organization are responsible for the organization and running of their Departments within the Organizational Structure. These Departments include, but are not limited to, Operations, Field Operations,  and Training. These Department Directors manage the Supervisors  within their Departments and assure that needs are being met as effectively as possible. The Dept Directors are responsible for delegating tasks, assuring completion of tasks, and quality assurance. Supervisors within the Departments work together and with their Dept Director to accomplish tasks autonomously and with the degree of quality expected by UI EMS SIO.

The Operations Director assists Command, and acts as Second in Command. Operations takes Command in the absence of the Team Commander.

Supervisors

The University of Iowa Emergency Medical Services Supervisors are responsible for working autonomously within their Job Descriptions and the Standard Operating Guidelines for the Organization.

Supervisors  work within clearly defined job roles to further the interests of the Organization. These positions should work on their specific tasks while developing new ways for their position to advance the Organization as a whole.

The Supervisors would report to their Dept Head for help in decision making processes and for approval on tasks requiring approval.

All Supervisors and Dept Directors hold equal responsibility in reporting to the Board of Supervisors each week.
